House rebels made changes to Congress. Will this make things more difficult to accomplish?

The House has grown unwieldy over successive speakers from both parties. Critics say concessions will allow a small group of lawmakers to grind the legislative process to a halt. “We broke a little glass last week,” says Rep. Chip Roy, one of the dissenters. Rep. Tony Gonzales: “When you open up a Pandora’s box, sometimes you don’t realize what tomorrow or next week or next month brings in”. Democrats fear the new rules governing how the House operates will make it difficult, if not impossible, to get things done.
