Democrats have had a remarkably productive summer, but not everything is done, Zelizer says. He says they should complete work on a ban on stock trading by members and spouses; Electoral Count Act reform bill should be complete. Zelizer writes: With a few finishing touches in the fall, they could go into the midterms with a head of steam with a strong head-of-shelf.
